Viktor Ivanovich Klassen — Doctor of Technical Sciences, Professor, Corresponding Member of the Academy of Technological Sciences of the Russian Federation, General Director of JSC “Radio Company Vektor” (Chistopol, Republic of Tatarstan). He was born on January 21, 1950, in the village of Stepanovka, Orenburg Region. Education Graduated from the Moscow Institute of Physics and Technology (1973), completed postgraduate studies (1976) and doctoral studies (1986) at the same institute. Career From 1976 to 1986 — Senior Researcher, Head of Sector, Head of the Research Department at the Radio Physics Research Institute named after Academician A.A. Raspletin (Moscow), Lecturer at the Department of Applied Electrodynamics, MIPT. Since 1986 — Founder of the Vostok Faculty of KAI, of the Design and Technology Bureau Vektor, General Director of the group of companies JSC “Radio Company Vektor”, Chairman of the Board of LLC “PhthisisBioMed” (a subsidiary of JSC “Radio Company Vektor”). Since 1992 — Head of the Department of Computer and Telecommunication Systems at the Vostok branch of KNITU–KAI (Kazan National Research Technical University named after A.N. Tupolev). Awards and Honors Laureate of the Lenin Komsomol Prize (1982). Winner of the Manager of the Year competition in the category For Achievements in Innovation Activities (2006, 2015). Awarded the badge Honored Radioman for significant contribution to the development of radio electronics (1996), Certificates of Honor of RASU (2000) and the Republic of Tatarstan (2000), medals In Commemoration of the 1000th Anniversary of Kazan (2005), RT medal For Valiant Labor (2020), and the Medal of the Order For Services to the Republic of Tatarstan (2025). Dr. Jankovic has led and contributed to numerous EU-funded projects across domains such as smart manufacturing, secure IoT, and human-centric AI systems. She possesses extensive experience in standardization, having served as a guest and postdoctoral researcher at the U.S. National Institute of Standards and Technology (NIST), where her work focused on supply chain integration and smart manufacturing process design. Additionally, she actively contributes to international standardization bodies, including the Object Management Group (OMG) and the Open Applications Group (OAGi). Since June 2023, she has been serving as Vice-Chair of the ETSI Technical Committee on Methods for Testing and Specification (TC MTS), supporting the evolution of testing methodologies and the standardization of AI systems.

The AI service “PhthisisBioMed” is one of the unique AI-based medical devices included in the Russian software registry, which has successfully passed clinical trials and obtained a registration certificate from Roszdravnadzor (No. RZN 2022/17406 dated 31.05.2022).
Thanks to its high performance indicators, the PhthisisBioMed service can automatically, with 99.9% probability and without additional physician control, make a “normal” diagnosis in 70% of the images processed by the service. The remaining 30% of processed images are additionally reviewed by a physician for a “normal” diagnosis.
The project addresses the shortage of qualified physicians in the market by reducing the routine workload of practicing specialists. In addition, our services are capable of providing doctors with an additional opinion regarding the analyzed studies, which they are free to accept or reject.
The PhthisisBioMed service has been integrated in more than 30 regions of the Russian Federation. In 2024, the total number of medical studies processed by the service exceeded 2 million. By the end of 2024, the number of medical studies processed per day reached 10,000. At present, this figure has more than doubled, and the total number of processed studies has exceeded 3.8 million.
Numerous statistical studies and pilot projects confirm the positive impact of AI services on the accuracy of medical diagnoses.
